Everyone (except drBuffalo and their All Monster’s Attack idea) always makes Orga dumb muscle, or have them repeat the same course of actions as their movie. 

But why retread the original ground? And why turn one of the few kaiju with a superhuman intelligence into just another brawler?

At least the games bios for Godzilla Unleashed made it so Orga was working for the Vortaak out of their own free-will.

Orga is a chance to have an intelligent re-occuring threat of a monster. And yet their is also an unexplored pathos of the character if you go the route of the original movie: they have been in hibernation so long their body has decayed. Their attempts to grow a new body quickly using Godzilla’s dna goes awry. They are likely the last of their kind, or at least their culture. If any decsendents of their race exist, they might even treat Orga like a primitive curiosity of their past.

 Let’s look at Drbuffalo’s take as an example of potential

Orga

At one time, Orga was the most notorious, and handsome pirate in the known galaxy. His body was composed of a malleable substance that could be altered by a processing hub in his ship, allowing him to adapt to any situation. On run from the Zone Fighters, Orga made his way to Earth… and ran straight into Godzilla.

Pound for pound Orga was able to match Godzilla in combat, constantly shifting his mass into a form to counter any move. It looked like he was about to win… until Godzilla destroyed his ship.

Now Orga is stranded on Earth, trapped in a clumsy and hideous form. Still, his mind remains intact, and has begun selling his secrets of alien tech to terrorists like The Red Bamboo in order to attain the materials he needs to finally get off this rock… he just hopes he can escape before Emperor Ghidorah comes looking for revenge.
