The thing is… keep in mind, Kara’s powers are on all the time. She may not say anything, but she’s not peeping. She’s just seeing. All the time. If you wonder if she’s seen Lena or Cat in the all the all…she has. She’s also seen all their bones, muscle and gristle. And, amazingly, she can still think they are the awesomesauce. On the plus hand, Kara can tone the sight and sound horror show back, like a dial, but it’s never off. That’s why she wears the glasses. They help with her hearing and her sight. When she’s Kara she can see the world in almost normal, because they have lead filaments to help with that. So when she’s Supergirl, she’s flying around buildings looking through them (unless there’s lead paint or lead something going on). Thus, she’s not being intrusive, she’s being explain-y. It’s possible that unless she deliberately focuses on the face (seeing through the nostrils to the brain) her eyes rest where they rest and she’s got to keep them moving. And, since she’s basically pansexual – because we’re all aliens to her – she can’t help the scoping.
Which brings me to… how much skin has she has seen? Everyone else has skin and more skin… but this gal has art to go with her skin. Supergirl notices these things because she notices everything.
Anyhow, with that horror show background in mind, I don’t find her seeing the tattoos sad. I find them illuminating because I think about how much Supergirl must care about humanity to dial it back enough to appreciate the art and the person(s) behind it.
